So the question is this: How can the school view, be so different between an outsider and a student?.The answers are man, for example. The students spend several hours at school, while an outsider spends around one hour there.

Those who fight and scream all the time, are the students. Those who write things everywhere, are the students. Those who spit everywhere are the students. So the ones who are creating a bad place, are the students themselves.
But what you need to think about, is "who are to blame " ?The students or the school ?. The answer is not easy. Because it ´s like an inflation, it goes on in a eternity circle . If nobody does something about it. The students burn things on the school, the students spit, the students write rubbish everywhere. That is what´s making the school funds run out. It´s because when the

But the difference between this and inlfation is that this doesn´t have an direct answer to have to stop it. There are several things, and answers to give. One is that we give them some responsibility. They already have the student council, but that gives responsibility to some, not all. But what if there was some way we could give them responsibility, to make them feel like this is not the schools floor they ar espitting on, it´s their. And that this is not the schools property they are burning, it´s their own. A way to give them responsibilty, without force. And another way is to force them, to make them realize that trashing the school, means trashing a part of your future.
But the question still remains . Is the answer to this circle "responsibility"? Or is it "Force."? Both have some small chance of success. But both have dire consequences. For example, giving people too much responsibility can make them drunk on power, making the chaos grow larger. And forcing people, will only make the chaos so much bigger. Putting people down, telling them to realize, is only gonna make them more confused. And more fierce. So the question is still, that can they change the school, by making more responsibility, and making the people in the school grow up. The ones who are making the school get a bad reputation, are the ones who should grow up. And realize that they are not hurting the school, they are hurting themselves. The answer may never be known, but if it is. Then i can only suggest the nobel prize for it.
